International Radio Competition for Young Musicians

Article 1
The competition is open to chamber music ensembles in the following categories:
DUO - TRIO - QUARTET - QUINTET
All instruments are allowed. The ensemble shall have no more than one keyboard instrument.


The 2007 Competition will be open to soloists in the following categories:
PIANO - VIOLIN - CELLO- CLASSICAL GUITAR


and the 2008 Competition to soloists in the following categories:
FLUTE - OBOE - CLARINET - BASSOON - TRUMPET


on a three-year rotating basis.


Article 2
The Competition shall be open to young musicians aged up to 19 years old in 2006, i.e. born as from 1 January 1987 inclusive.

Article 4
Candidates may register with the Organizers only through the Radio Members of the European Broadcasting Union (EBU).


Registration should take place solely by means of the form attached as an appendix.


This form should be sent to the Organizers by e-mail, fax or post. The Organizers shall acknowledge receipt within 10 days.


The deadline for registration of candidates is 30 June 2005.


The person having registered a candidate (hereafter known as the Organization) shall remain the Organizers' sole contact throughout the entire duration of the Competition. The Organization shall inform its candidates of the present Regulations.


Article 5
There is a limit of five candidates per Radio Member of the European Broadcasting Union (EBU), irrespective of the number of instrument categories.


Article 6
The Organization shall send the Organizers, by express or registered mail, the recordings of their candidates only on CD. Every recording shall contain the accompanying form filled in as appropriate. Each candidate shall receive the form from the Organizer upon submitting the entry application.


These recordings shall have been made between 1 January 2005 and 30 November 2005, in one take without any subsequent editing during a studio performance or at a public concert. They shall be free of all EBU broadcast and mechanical rights (IFPI).


Deadline for despatch of recordings: 30 November 2005.


The Organizers shall acknowledge receipt within ten days.


Article 7
Candidates from the Czech Republic shall be selected in the National Radio Competition Concertino Praga for participation in the International Radio Competition for young musicians. They will be invited by Czech Radio to make the free of charge competition recording in November 2005.


Article 8
The recordings shall include a programme of the candidate's choice including at least two works of a total duration of between 15 and 20 minutes. The programme presented shall be sufficiently varied to allow Jury members to form a complete opinion of the candidate.


Article 9
The recordings shall be reviewed by an International Jury in February 2006.


The Jury shall be made up of seven members. Two Jury members are designated each year by the EBU Music Programme Group. The five remaining Jury members shall be designated by the Organizers. With the exception of the Czech Republic, which can have two representatives, no country may be represented by more than one Jury member. The Organizers shall make every effort, possibly with the kind help of the EMCY, to obtain a diversified make-up of the Jury, with soloists, musicians and conductors, professors and representatives of the music world (critics, radio producers, agents, etc.). The Chairman shall be named by the Organizers.


EBU Radio Members, including Czech Radio, having presented any candidates are not allowed to have representatives in the Jury.


Jury Members must not dispose of any information on the candidates.


The complete make-up of the Jury and exact dates of its session shall be known by 31 December 2005.


Article 10
The Jury may award a first prize and a second prize in each category, and may award "Special Mentions". There shall be no ex aequo prizes awarded.


The winners of these prizes shall be declared "prizewinners of the 2006 Concertino Praga Competition".


The musician with the lowest number of points of all candidates (best result) shall receive the Helena Karáskova Prize.


Article 11
The vote shall be secret, anonymous and by ballot. The representative of the EBU Permanent Services (or a neutral observer outside the Jury) shall ensure that proper procedure is respected and shall verify the validity of the ballots cast. The Jury session is closed to the public except for appointed employees of Czech Radio.


The decisions of the Jury are final.


All deliberations shall take place in English.


To evaluate the candidates, the Jury Members will base their judgment on the following five elements:

Each candidate will thus receive between 5 and 25 points.


For each category, each Jury member shall receive from the Organizers a ballot with the anonymous list of all candidates, among whom he shall select the five candidates having the maximum number of points in accordance with the evaluation grid given above. He shall rank the five candidates selected from 1 to 5. A different rank shall be attributed to each candidate with 1 being the best and 5 being the least good. If there are not exactly five candidates ranked, the ballot shall be considered null and void. If there are fewer than five candidates, each candidate shall receive a ranking, with the least good ranking being equal to the number of candidates.

Taking into account that a ranking equal to 6 shall be attributed to candidates to whom a ranking from 1 to 5 has not been attributed, the number of points attributed by each Jury members shall be added up for each candidate. After the votes have been counted, the candidates shall be ranked from best to least good with the best candidate being the one who shall have obtained the smallest number of points (minimum 7), and the least good being the one who has obtained the largest number of points (maximum 42).


Should there be a tie for the candidates in first or second place, the Jury shall vote once again and attribute a rank to those candidates.


Article 12
The Organizers will inform the Organizations of the results of the Competition within ten days of the Jury sessions.


Article 13
The prizewinners (first and second prize in each category) shall perform in concert in Prague (Gala Concert) and at the South Bohemia Concertino Praga Festival in June 2006. Candidates having been awarded with a Special Mention may be invited by the Organizers.


The Gala Concert shall be part of the 2005-2006 Euroradio Season. The Organizer shall do everything possible to broadcast it live on a Monday evening at 20.00 CET in June 2006.


The candidate having received the Helena Karáskova Prize (absolute winner) will have the possibility to record a CD at the Czech Radio studios, after his/her stay in The South Bohemian Festival. He/She will also be invited as a soloist to the 2006-2007 Euroradio Youth Concert.


For the 2007 and 2008 Competitions with soloists, Czech Radio shall be obliged to make available to the winners an orchestra to accompany the Gala concert in Prague and a pianist to accompany the chamber music works in The South Bohemian Festival Concertino Praga.


Article 14
Organizer shall contact the EBU to offer the broadcast of all concerts on a live or deferred basis.


It shall also make available as a pink offer the recordings of the candidates who have been awarded first and second prizes. The EBU Permanent Services shall receive this offer within a month of the Jury sessions.


Organizations having participated in the Competition shall be morally obliged to broadcast these offers.


Article 15
The Organizers shall produce at their own expense a non-commercial CD, free of radio broadcast rights, presenting the prizewinners, from their recordings received by the Organizers for the Competition. This CD shall be given to all prizewinners by the Gala Concert and may be used for promotional purposes. One hundred CDs will be sent to the EBU for promotional purposes.


Article 16
Czech Radio shall bear the following costs: a) travel expenses and lodging of Jury members, with the exception of the EBU representatives, for whom these costs will be borne by their respective organizations.
b) travel expenses, board and lodging of the prizewinners and one of their accompanying persons, if applicable in Prague and at the South Bohemia Concertino Praga Festival. However, these prizewinners shall not receive a fee from the Organizers. No fee shall be paid by the Organization which submitted their candidacy. The accompanying persons will be delegated by the respective Organizations.
c) public concerts of prizewinners.


Article 17
The costs connected with production of the recordings submitted to the Competition, as well as those connected with obtaining all EBU radio and television rights for the public performances in Prague and at the South Bohemia Concertino Praga Festival and mechanical rights for production of the promotional CD, shall be borne by the Organizations.


Article 18
Registration for the Concertino Praga Competition implies full and entire acceptance by the Organizations and their candidates of the terms contained in the present Regulations.


Article 19
The present Regulations shall be available in Czech, English and French.


In the event of any dispute, only the Czech version shall be determining. The legal domicile shall be the address of the Organizers.
